CONSTITUTION

 

 

Article 1 – Management

 

A.                  The affairs of the League will be conducted by a Board, elected by the clubs participating in the League.

 

B.                 The League Management Committee is to be comprised of the following elected officers:

President, Discipline Chairman, Referee Coordinator, and one (1) Director.

 

C.                 The Executive shall allocate in its Budget a “Per Diem” that reasonably compensates the Executive and any Administrative Assistants required, for expenses and time associated with their duties.

 

D.                 1. The following shall be elected for a two (2) year term of office at the Annual General Meeting held in season ending in even numbered years: President, Referee Coordinator.

 

2. The following shall be elected for a two (2) year term of office at the Annual General Meeting held in season ending in odd numbered years: Discipline Chairman, one (1) Director.

 

3. At all Executive Meetings there must be a majority of elected officers to form a quorum.

 

E.                 DUTIES OF THE EXECUTIVE

 

PRESIDENT:

 

The President shall preside at all Executive, General and Special Meetings of the League.  He/She shall act as spokesperson of the League at all times.

 

DISCIPLINE CHAIRMAN

 

The Discipline Chairman will preside at all Disciplinary Hearings, unless he/she delegates the responsibilities.  He/She will establish the dates and times of all hearings and will co-ordinate the receipt of all monies.  The Discipline Chairman shall mail a copy of each decision to PHSA and each Club concerned.  The accused and Team Official shall also receive a copy of the decision on their case.  When the President is not available, the Discipline Chairman shall act as League spokesperson.

 


DIRECTOR

 

Shall have duties as prescribed by the President.

 

REFEREE COORDINATOR

 

The Referee Coordinator will coordinate with the League Director for the assignment of Referees for all League and League Cup games as required by the League.  Monitor Referee performance and he/she will advise the League Management Committee including no-shows, inadequate and lack of reporting.

 

Article 2 – Membership Fees

 

A.                  Peel Halton Soccer League to operate Senior Men and Ladies Competitive and Recreational Leagues.

 

B.                 Any competitively registered Teams from within the geographic boundaries of the Peel Halton Soccer Association shall be eligible to participate in the League.  Any Team refused admission to the League shall be notified in writing.

 

C.        Competitively registered Teams from neighboring District Associations may participate in the League, subject to approval from their District Association and meeting all terms and conditions as set by PHSL.

 

D.        The Membership Fee shall be sent annually by member Clubs at the Annual General Meeting and such fees must be paid to the League together with the Club Application Form.

 

E.        The Club Competitive Application Form must be received by the League no later than March 1st of each year, along with the Team registration fee.  Recreational Team Application Form must be received by March 15th of each year, along with Team registration fee.

 

F.         With each Club Application, a Team Official Form must be submitted with a Coach or Team Official name and mailing address.  One form for each Team entered.

 

G.        A Club withdrawing a Team from the League will forfeit that Team’s membership fee and will be subject to a three hundred dollar ($300.00) fine plus a possible five hundred dollar ($500.00) bond for Competitive Teams and one hundred and fifty dollars ($150.00) per Recreational Team plus a possible bond of two hundred and fifty dollars ($250.00) per Recreational Team at the discretion of the League Executive Committee.

 

H.        A current Club Executive list must be submitted with the application form.

 

 


Article 3 – Membership Regulations

 

A.        Each Club must notify the League within seven (7) days of any change of Club/Team Officials name, address, phone number and Team name.

 

B.        Member Teams will comply with the requirements of the League Constitution and Rules and Regulations.  Failure to do so will result in the disciplinary action being taken against offenders by the League’s Discipline Committee.

 

C.        Each Team shall submit to the League a playing name when applying for membership.  All names shall be subject to acceptance by the Management Committee.  This Team name shall appear on all Player Registration Cards and League documents.

 

D.        Formation of the League is solely at the discretion of the League Management Committee.  Clubs will be informed by March 31st of placement of their Teams.

 

E.        All Clubs in membership must be represented at the League’s Annual General Meeting.  FAILURE TO ATTEND WILL RESULT IN AN AUTOMATIC FIFTY DOLLAR ($100.00) FINE.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

RULES AND REGULATIONS

 

 

OTHER PROVISIONS

 

A.        The office staff is not authorized to issue interpretations to the League Rights and Responsibilities or to waive disciplinary fines in contravention of League Rights and Responsibilities without consent of the League Executive.  Excuses for non-compliance of League Rights and Responsibilities, including failure to appear for scheduled discipline hearings, will not be accepted unless previously authorized in writing by the League Executive.

 

B.        The Executive of the PHSL at their Executive Meeting may modify, add or delete any Rules and Regulations for the better of the League.  The Club will be notified within 14 days of any changes.

 

C.        In any matter not covered under the League Constitution and Rules and Regulations, the provisions of the O.S.A. Constitution and Player Policies shall govern.

 

CODE OF CONDUCT

 

The Administrators and Team Officials must conduct themselves in such a manner as to set an example that if followed, would enable every player to be a credit to the game.

 

1.  PLAYER REGULATION

 

A.        All player regulations will be in accordance with the League’s Constitution and Rules and Regulations and any procedures of the District Association in which registered.

 

B.        All players must be in possession of an O.S.A. Player Registration Book to be eligible to play and their books must be checked by the opposing Team’s Officials fifteen (15) minutes prior to kick-off.

 

2.  TEAM OFFICIALS

 

A.        A maximum of four (4) carded Officials (Coach, Manager, Assistant Coach, and Trainer) shall be permitted to sit on the bench.

 

B.        Team Officials I.D. Books must be presented to the opposing Coach and Referee before the start of the League games.

 

 

 

3.  LEAGUE GAMES

 

A.        The League Champions shall be that Team which accumulates the greatest number of points, based on the formula of three (3) points for a win and one (1) point for a tie, out of all games provided for in the schedule.

 

B.        If two (2) or more Teams are tied for first place a game(s) will be held between the two teams, if three or more teams are tied a round robin will occur.

 

C.        All Annual Trophies presented each year to League and League Cup winners shall remain the property of the League.

 

4.  TEAM RESPONSIBILITY

 

A.        i. The Home Team shall be responsible for the provision of Goal Nets.

 

            ii. Corner Posts

 

            iii. Game Ball Size:

                        Size 5

 

B.        Each Club will supply the League with a map and directions to their own home ground prior to the start of the season.

 

C.        Opposing Coaches will coach from opposite sides of the park and the Home Coach has the choice of sides, if team benches are not available.  Only Carded Officials signed on the game sheet are eligible to coach and are deemed to have coached.

 

D.        Game will be forfeited if a Team of at least seven (7) registered players are not fielded (15) minutes after the scheduled kick-off time.  Opponents will be awarded the game with a score of 1 – 0 and three (3) points for the win.

 

E.        If both Teams fail to field at least seven (7) registered players, then both Teams will forfeit the game and no points will be awarded to either Team.

 

F.         “Team Official” shall mean Coach, Assistant Coach, Manager or Trainer who will be registered and carded by either O.S.A., P.H.S.A. or P.H.S.L.  Only Carded Officials will be on Players Bench.

 

G.        Teams are responsible for providing Team Sheets as supplied by the League.

 

H.        Game Sheets must be filled out by each Team’s Officials and handed to the Referee PRIOR to kick-off.  Numbers are to correspond with numbers worn by players, and all players to be numbered.  Only players listed and signed on the Game Sheet are eligible to play and are deemed to have played.  Team Officials signature on Game Sheet shall verify the eligibility of players on his/her Team.  Only Carded Team Officials listed on the Game Sheet are eligible to coach and are deemed to have coached.

 

I.          Players not having Registration Cards, Trial Permits or Temporary Registration Permits at the game are “ineligible to play”.  Any of the above MUST be produced before each game.

 

J.         The Home Team Official is responsible for telephoning the results of the game to the League within twenty four (24) hours of the game.

 

K.        Substitute players must be confined to their Team Bench.

 

L.         Club and Team Officials are responsible for the conduct of their players and/or spectators on and off the field of play.

 

M.        Team Officials will insure that no Alcoholic beverages be permitted within the confines of the playing area.

 

N.        Team Officials are subject to discipline by the League if found to be in breach of any of their responsibilities.

 

5.  INELIGIBLE PLAYERS AND TEAM OFFICIALS

 

A.        Any Team proved to have played or dressed to play an ineligible Player shall forfeit the game to its opponents and the Team Official(s) shall be disciplined.  If found guilty, up to one (1) year suspension shall apply.

 

B.        Any Team proved to have INELIGIBLE Team Official(s) at Players Bench will forfeit the game and the REGISTERED Team Officials/Clubs SHALL BE DISCIPLINED.

 

6.  DRESS CODE

 

A.        Colour:  A Team must play in its registered Club Colours.  When colours of the opposing team are similar, the Away Team must change.  The first Team listed on the schedule is the Home Team.

 

B.        Footwear:  Only soccer boots must be worn

 

C.        Shin guards are mandatory and must be worn by all players.

 

D.        Shirts must be tucked inside shorts.

 

E.        Socks must be pulled up to cover shin guards.

 

F.         Visible under garments, such as cycling shorts, must be the same colour as the Team shorts and cannot extend farther than the top of the knee.

 

G.        Teams joining the League must submit their proposed Club Colours.

 

7.  GAME DURATION

 

A.        Two (2) forty-five (45) minute halves.

 

B.        In the event of non completion of the League game due to weather or insufficient light, see Policy and Procedures.  The game will be replayed in full if less than fifteen (15) minutes of the second half has been played, after which time the results of the match at the time of the stoppage shall stand.  The Referee shall be the sole judge of time elapsed.

 

8.  SUBSTITUTION

 

Substitutions will be permitted in all League and League Cup Games as follows:

 

            i. When a goal is scored.

            ii. At a goal kick.

            iii. At the beginning of the second half.

            iv. For an injured player, at the discretion of the Referee.

            v. Referee MUST be notified of all substitutions.

 

9.  LEAGUE CUP GAMES

 

A.        The Home Team shall be the Team which is drawn first in any pair of ballots during the League Cup draw.

 

B.        The League shall schedule all Cup games.

 

C.        All games must be played to a result.

 

D.        If both Teams are tied at the end of regulation time, two (2) fifteen (15) minute halves will be played.  In all games the Golden Goal per FIFA rules will apply.  If games are tied after over-time period penalty kicks as per FIFA laws will apply.

 

 

10.  REFEREES AND LINESMEN

 

A.        In the absence of a Registered O.S.A. Referee, a substitute may be appointed subject to the following conditions:

 

            i. Both coaches have been informed and are in agreement.

            ii. The appointed referee will comply with the League’s Rules and Regulations.

            iii. A record will be made on Team Sheets and endorsed by Team Officials and the Referee.

            iv. The Referee is the sole timekeeper.

 

B.        Each Team participating shall appoint a Linesman where required.  All Officials will be appointed by the Peel Halton Soccer League.

 

11.  DISCIPLINE

 

A.        All discipline matters (except appeals) and protests shall be handled by the League Discipline Committee.

 

B.        Scheduled hearing dates will be Fridays, starting the first Friday in June, ending with the last Friday in October, except long weekends of Canada Day, Civic Holiday, Labour Day and Thanksgiving, which no hearings will be held.

 

C.        Discipline in the case of alleged Referee assault will be handled by the District Association from which the player is registered.  The accused is automatically suspended from all soccer related activity as per O.S.A. Rules until the case has been disposed of.

 

D.        The Team Official, who for whatever reason during a game, pulls his/her Team off the field will be subject to disciplinary action depending on League findings.  See Appendix “A”.

 

E.        Any Discipline decision of the League may be appealed to the Peel Halton Soccer Association. 

 

F.         Post a minimum of five hundred dollars ($500.00) Performance Bond each season.

 

G.        Twenty dollars ($20.00) will be charged against this Team Bond for every Red Card issued to any member of any Team during the season.

 

H.        Accumulation of fifteen (15) plus Cards in total Yellow and Red Cards combined in a season will be charged automatically an additional one hundred dollars ($100.00).  This one hundred dollars ($100.00) will be taken from the bond money.

 

I.          GAME NO SHOWS

 

            i. Any Team not fulfilling their commitment of playing each and every regular scheduled game will be automatically fined two hundred dollars ($200.00) plus Referee fees for each applicable game.

 

            ii. Arrange full payment to the League regarding Game No Shows prior to the start of the next scheduled game.

 

J.        CLUB PLAYING INELIGIBLE PLAYER

 

            Any Club playing an ineligible player (in a team) will be subject to Disciplinary Action and will forfeit all points in the League or Cup in which the ineligible player participated.

 

            INELIGIBLE PLAYER IS A PLAYER:

            1. Not registered under O.S.A. Policies and Procedures

            2. Registered under a false name

            3. Under Discipline Suspension

            4. Playing under different name (playing card from another player)

 

K.        If game is abandoned because of action of players, Officials or spectators, the Club is responsible and it will be subject to Disciplinary Action depending on findings.  See Appendix “A”.         

 

12.  PROTESTS

 

A.        Protests based on decisions of the Referee’s interpretation of FIFA laws will not be acknowledged.

 

B.        Protests will be handled as per O.S.A. Policies and Procedures.

 

13.  FEES

 

Referee Fees Per Game - $100.00

            1.  Referee Middle - $50.00

            2.  Referee Assistant’s - $25.00

 

14.  APPEALS

 

  1. Any decisions by the League may be appealed to the Peel Halton Soccer Association at the following address.

APPENDIX “B”

 

Discipline By Review (DBR)

 

All Player dismissals for Violet Conduct, Foul or Abusive Language directed at the Game official Serious Foul Play, Serious Foul Play (hand ball), Foul or Abusive Language Directed at Anyone Other Than Game Officials, Third, Fifth, Sixth, Seventh, Eighth or more yellow cards in a season, shall be dealt with by a Discipline by Review. The Player or Team Official may request a hearing if he wishes to do so within forty-eight (48) hours of the game finishing, (weekend excluded). The request shall be in a form of a request for a hearing together with the fifty dollars ($50.00) cash hearing fee. Cases are dealt with on a first come first served basis. Anyone representing an accused must provide a signed proxy from the accused before being allowed to participate at the hearing.

 

An accused may choose to by accompanied by another adult who may act as an adviser.  An adviser may not act as a witness nor provide any testimony at the Discipline Hearing.  An accused person less than eighteen (18) years of age must be accompanied by an adult.  The Player Official Card must be presented before the start of the hearing.  If no card is presented the hearing will not proceed.

 

Discipline By Hearing (DBH)

 

A Team Official or player may request a hearing for any dismissal under the DBR System except, Third, Fifth, Sixth, Seventh or more yellow cards.  The request must be received within forty-eight (48) hours of the game ending, weekends excluded.

 

Team Officials

 

Any team official(s) reported by the game official (Ref, Asst. Ref) and charged with the offence of Persisted in Misconduct. OSA 2.31, 2.32, or 2.33 will be dealt with as Discipline by Review (DBR) and any request of a hearing must be received as outlined in PHSL policies and procedures as per Appendix “B”

 

Hearings:

 

A Discipline Panel will meet once a week. The Discipline decisions will be sent to the District Association and to the clubs in which the accused are registered by fax or e-mail the same night of the meeting if possible.

 

The Accused or Club must inquire by Wednesday no later than 4:00 P.M. following the Friday on which the Discipline decision was rendered, as to whether or not he has been found guilty or not guilty. The inquiry must be made to the Peel Halton Soccer League. If the Player is found guilty, he must take the Player card to the District Association to which he belongs which to be recorded within twenty-four (24) hours of his notification of suspension.  The Association will be notified by the League.  If not, he is suspended until a further request for a hearing is received and the player has attended that hearing.

 

All suspensions for the outdoor season will be by game numbers (example game #4321, #456) and the player is suspended for those games only. The game numbers will be entered in his Player ID Book by either the District Association in the cases handled by Discipline by Review or by the Peel Halton Soccer League in cases handled by Discipline by Hearing.

 

All Players suspended for the following Outdoor Season must have their books updated prior to the start of the season by the SRSL office or they will not be allowed to play under SRSL Rules.  A Special night will be assigned by the League.

 

 

MISCELLANEOUS

 

1.                Each club will post a Discipline bond of five hundred dollars (500.00) at the time League fees are due. This bond will be reduced by the hearing fee imposed on each player by the Discipline Board. If the Player is found not guilty, no fees will be deducted from the bond.

 

2.        If the Club bond money is reduced to thirty percent (30%) of the initial sum, an additional fund must be sent to the League within fourteen (14) days of a notice sent to the Club. A report from the Discipline Board will be sent to the club every thirty (30) days if necessary.

 

3.        The Executive may request an additional bond from any clubs who have had excessive amounts of Discipline in the previous season.

 

4.       The Peel Halton Soccer League reserves the right to hold a hearing, for any Club,                  

Team Officials or Player who does not abide by the PHSL and OSA Constitutions, Rules and Regulations.

 

SCHEDULED HEARINGS DATES

 

All Discipline shall start the first Friday of the month of June and shall end with the last Friday of the month of October, with the exception of the long weekends of Canada Day, Civic Holiday, Labour Day, and Thanksgiving Day.

 

All hearings shall be in accordance with OSA and PHSL Policies and Procedures. The Accused must follow the guidelines of PHSL. regarding dismissals and Special Incidents Reports. If these guidelines are not followed the accused person shall be notified and further disciplinary action may be taken.

In all cases of an alleged Referee Assault, the Player and/or Team Official is suspended on notification from all soccer related activity until the case has been dealt with by the District Association in which the member is registered. Said person will be notified in writing of when and where to appear.

 

If an accused has been suspended and appeals a League or District Association decision, said person remains suspended until the Appeals Committee has disposed of the case.
